Lloyd G. LeCain is a retired naval officer who heads a Washington, DC, company focused on fulfilling military contracts for engineering and heavy construction. Active in his professional community, Lloyd LeCain maintains membership in the United States Naval Institute and the Naval Submarine League.
As reported in Seapower Magazine, the submarine force retains an integral role in an evolving US Navy. Speaking at the Naval Submarine League’s annual symposium in late 2020, senior admiral Frank Caldwell, who directs the Navy’s Nuclear Power Program, described the submarine force as having a critical role both in peacetime operations and in bringing high readiness to war-fighting capabilities. Deployment within the OpTempo program, which trains personnel and ensures resourcing unit readiness, remains at elevated levels. This provides maritime commanders with assurance that the submarine fleet is prepared for any contingency, even during a worldwide pandemic. At the same time, Caldwell described an increase in construction to a level last seen two decades ago.

NSL is a non-profit organization that promotes awareness of the role of submarines in national security. It supports the submarine force and builds a community of submarine advocates. Recently, NSL has announced the tentative schedule of the 2021 Submarine Technology Symposium (STS): May 18-20, 2021 at its usual venue at Johns Hopkins University’s Applied Physics Laboratory. STS is a classified three-day conference that facilitates the exchange of technical, professional and business information on submarines and submarine warfare. It is attended by people in Navy leadership, industry and academia. The theme for the 2021 STS is “Balancing Capability and Force Structure for High-End Combat.” The symposium will focus on striking a balance between the capabilities of each submarine class and the overall submarine structure to make sure that the submarine fleet can sustain prolonged conflict. STS also calls for the development and delivery of innovations that will address the needed balance. If, for any reason, the event cannot be held in person, NSL will publish the alternative presentation on its website. |
